Open Question: Is it legal for a convenience store to charge TAX on a lotto ticket?

This is TX Lotto. I assume this is NOT legal but want to be sure. Also, where can I report this??
Yes, it was the only thing I bought. I asked him what the extra charge was for. He said taxes. I said why do you charge taxes on the lotto? He said because that’s what his boss tells him to do. UGH! So I said you aren’t supposed to do that…he didn’t care.
